Amount Requested: $10,000 for the Fee Assistance Program

Mission: Our mission is to maximize individual independence, dignity, and quality of life for adults, as well as for their caregivers, by providing exceptional adult day health care, advocacy, and education.  Currently the Daily Living Center (DLC) is the only licensed adult day health care center serving the Staunton, Waynesboro and Augusta County area. The center provides socialization and recreational activities in a safe, structured and warm environment, medical care by licensed professionals, hot noon meal and snacks with a staff to client ratio of 6 to 1. The DLC is invaluable in providing the community with safe, professional care for adults while allowing their caregivers and families a much needed respite or to continue to work outside the home and remain financially solvent.

Constituents Served: Adults 18 and over in Augusta County, Staunton, Waynesboro with a debilitating disease, such as dementia, Alzheimer’s, stroke, closed head trauma, the intellectually challenged and others who require medical supervision and/or an individual who is not capable of fully independent living at home, but does not require 24-hour nursing care.  Payment eligibility includes private pay, Medicaid reimbursement through the EDCD waiver, Elderly or Disabled with Consumer Direction, and we are contracted through the Veterans Administration to serve eligible veterans. We served 50 adults last year, including 4 age 20-35, 6 age 36-50, 8 age 51-65, 13 age 66-80, and 19 age 81 and older.

Program Overview: The DLC is seeking funding to provide fee assistance for participants who do not qualify for other funding and to supplement funding source shortfalls, which include our low-income Medicaid participants. Many of our participants could not attend the DLC without supplemental assistance, impacting the financial and mental well-being of the participants and their caregivers. Other options for families of adult dependents are considerably more expensive. The DLC provides high-quality care for 50% of the cost of a home health care aide and 30% of the cost of a nursing home. In addition, with a 6:1 client to staff ratio, recreational and socialization activities, and healthcare management, the DLC provides a much greater spectrum of personal care than either of these other options.

Currently, we have received no increase in our Medicaid reimbursement, which pays $55.65/day for a 10 hour day of care.  Our private pay rate is currently $80/day for a 10 hour day of care and our actual average daily expenses per participant is $94.39.

For our last fiscal year, by providing adult day health care services, a total of 16 caregiver/families of low-income dependent adults continued to work and remained financially sustainable. The value of dollars saved for these families by coming to the center rather than being placed in a long-term care facility was a total of $225,720.
